Kumogakure Trade and Market District

Market and trade district of Kumogakure. All business and shopping is done here. Located to the north of Kumogakure Square.

Kotaro walked through the crowded street of the market, dressed in a commoners garb. Raze walked with him, also dressed in the garb of a commoner. To anyone, they seemed like normal people just browsing through the market. To the trained eye however, one would recognize the Raikage.

“You know I'm just browsing Raze, I'm not going to buy anything.” Kotaro said with a shake of his head.

Raze chuckled. “Oh come on, your the Raikage, you should treat yourself for once.”

Kotaro sighed. “I just want to relax today Raze, if I buy something it will just draw attention.”

Raze moved the hair that was covering her right eye away. “Your not even supposed to be here Kotaro. Why not just buy something. I mean this place was just rebuilt, they need business.”

Kotaro threw his arms up in defeat. “Fine. I'll find something.” He said with a chuckle. The market had, just as the rest of the village, just been rebuilt and was already attracting merchants and customers. Trade had been opened as well, many foreign objects beiing sold and traded. Merchants from every village had already arrived, and business was booming.

As Kotaro scanned the many stalls in the market, his eyes fell on one from the Sand Village. “Maybe there is something there.” He said smiling.

Raze nodded and started to walk toward the stall. Kotaro smiled as she left. An ANBU Black-Ops yet so spirited. Raze Mada had been been his friend since the academy. Always there for him and helping him with his work. Over the years their friendship had strengthened, and their bond as well. Kotaro started to walk toward the stall, noticing many fine pieces of jewelry and talismans.

Raze picked up a talisman resembling that of a wolf's head. She smiled and started to haggle with the merchant.

Kotaro shook his head. “Kinai is still in town, and Coren should get here soon. I wonder if they will meet me here at all.”

Coren was walking down the market, ignoring Braxdonn's constant flurry of Buy this! Do it now! I want it! and looked for something interesting, as well as the Raikage. Ooh, that looks awesome! Get it! Coren then thought back to him 'Shut up already! Seriously, you're acting like a five-year old! I'm not here to buy anything for you.' Fine... But next time, buy something for someone other than her... Coren sighed and said 'I still owe her.' Coren could feel Brax smiling as he said That's a load a bull and you know it. he noticed a nice wolf talisman, but just as he went to buy it, someone grabbed it. Early bird gets- 'Shut up. Seriously, if I hear you again, I will beat you.' Braxdonn went quiet as Coren sighed and continued looking around. He turned and saw that the Raikage was standing there, muttering something to himself. Coren walked over and said to him "Am I late?"

Kinai was also walking the market that day but not in search of items. He was secretly observing the moves of the Kage's. He was blended in with the crowd because he was wearing the traditonal leaf village garb but he had a hood up to cover his face. He was concealing most of his chakara but someone with a great sense could pick up his low chakara level

Kotaro looked at Coren and chuckled. “Only by 3 hours.” he smiled. “I trust you are well Coren?” He said turning back to the stall. Raze had managed to buy the talisman half price. “Raze why-?” He stopped as he sensed a chakra level near. He smirked and turned to Coren. “I believe the Mizukage wishes to join us.”

"I know. Brax noticed him as we I noticed you brought a friend. And you are?" Coren asked with a smile.

Kinai slid over to the other two "Nice to see you guys met up" He says as a Antique anbu mask covered his face

"Nice to see you in a public place Kinai." He said smiling. "Where are my manners. This is Raze. My personal bodyguard and long time friend."

At the mention of her name Raze turned and greeted the 2 with a bow.

Coren smiled and said "Then hello Raze." Coren turned to Kinai and said "And hello Mizukage."

He grin flashed under his mask "Greetings to both Kages that stand before me" He then nods as Kotaro introduces his Guard "I also have shinobi with me but they are currently around the market placed only 2 new anbu and the 2 head" He then turns to Coren "So has the Raikage informed you on his plan?"

"he was the first to find out about the plan." Kotaro said moving them away from the sand village stall. "He was there when I came up with it and he has agreed to go along with it."

Raze moved with them and smiled at Coren and Kinai. "An honor meet the Mizukage and Hokage at once."

"The honor's mine. Alright, so why are we here exactly? I just know that you wanted a meeting." It has something to do with the Mizukage. Coren ignored this as he awaited an answer.

Kinai followed Kotaro as he replied to Raze "It is a pleasure to meet you as well" He said as he turned his attention back to the Kage's "As far as I am concerned, we recently came out of a war but also currently a new one is brewing"

“I called you here for 2 reasons...” he said holding up two fingers. “...first was so you could meet face to face. I heard about your scuffle with Kinais anbu Coren. can't say I approve, but whats done is done. Second, my scouts reported from the wind village earlier with these.” He pulled a file from his clothing. inside were pictures of a group of shinobi speaking to the populace of the wind village. “Rogue Shinobi. They are each unidentified but seem to have gotten the wind village under their control. We also noticed that the ninja behind them...” he pointed to 3 dark figures. “...are rock shinobi. It could possibly mean they are in league with the village hidden in the rocks.”

Coren nodded and said "Well then, that's quite the twist. I hope not though, as that means even more opposition." More enemies to fight? As long as there aren't too little, it's the perfect amount. Coren sighed as he just thought 'Shut it Brax. This is important.'

Kinai was slighty enraged by the information presented before him "How could the Village hidden in the rocks do this" He says as he continues on "We need to take the fight to them. We need to be ready as fast as possible and show the two opposing villages the new found strength of our treaty"

"are you trying to start a war?" Zane said to Kinai. "This report is all we have to go on, we don't know what we would be rushing into. Our villages just got repaired, and you want to endanger them again?" He shook his head. "We must know more about this enemy and do this covertly in hope to prevent another war."

"I agree with the Raikage. We need to handle this stealthily, or else we might have a war on our hands."

Kinai shakes his head "I am sorry but I understand why you guys choose your decision but war is inevitable at the moment." he says as he continues on "There is no stopping it's upcoming, it is just a matter of time" He stares up into the sky "If we wait then they may act first and usually the first blow is the most devestating so if they catch us on guard then we could be destroyed"

"And if we rush in without knowing what we are up against it can devastate us as well." He said to Kinai. "War may be inevitable, but we can't just start it as fast as we can. We need to prepare for it, and we barely have any ninja in any of our villages."

Coren looked at the two of them and thought to himself 'They both raise valid points...' Just go over there and kill 'em! 'I can't take out an entire village baka. Kotaro's right, we barely have any ninja in our villages, we can't run in guns blazing unless we wanna die...' Brax kept silent as Coren continued to listen to the two of them.

"You are right Raikage but almost remember this" Kinai said "They also have lost many shinobi to the previous war. If we act fast then we have an advantage over them. We possibly outnumber them mainly because it is three villages against two." He continued on "To be honest we don't even know that. We are not certain the Village hidden in the Rocks are aiding the Village hidden in the sand"

Kotaro considered Kinai's statement. He then came up with a plan that might satisfy him. "I don't want to risk another war, so instead of a full scale attack, we should go with precision. A group of ninja will infiltrate the village and attempt to find out the earth villages reason for having ninja there as well as sabotaging the wind villages facilities."

"Who shall be put in this group?" Coren wondered if he had any spare Ninja to send on such a mission.

Kinai took in all the ideas that were put out "That sounds better" He says as he then turns to coren "I think whoever you feel need to. I wish to acompany one of the missions"
